Legislating for a Health Emergency

Lecture to be given by Sir Jack Beatson (Retired Lord Justice of Appeal) and Professor David Feldman (Emeritus Rouse Ball Professor of English Law University of Cambridge)

In 2020 the world was hit by the Covid-19 pandemic.  States needed to act at great speed to introduce unprecedented measures to cope, and change them frequently in response to changing exigencies over the following years.  Democratically accountable procedures for making and applying the rules came under great strain.  To identify lessons for future health emergencies, the Independent Commission on UK Public Health Emergency Powers was established.  It published its report in 2024.  The Chair of the Commission, Sir Jack Beatson, and one of the Commissioners, David Feldman, will reflect on the Commission’s work and Report and discuss its recommendations for preparing for future emergencies and how they might feed into the work of the UK and Scottish Covid-19 inquiries and government planning for future public health emergencies.

‘When Homer nods: how courts respond to mistakes in legislation’ 

Lecture to be given by The Right Hon Lady Rose of Colmworth

Lady Rose started practising as a barrister in London in 1984 specialising in domestic and European Union Competition Law . After ten years in private practice, she joined the Government Legal Service as an advisory lawyer in central Government. She worked for 5 years in HM Treasury on financial services regulation, then in the Ministry of Defence during the 2003 Iraq war and finally in the Office of Speaker to the House of Commons. She was appointed to a number of part time judicial roles and then in 2013 joined the High Court as a fulltime Judge in the Business and Property Courts. She was promoted to the Court of Appeal in 2019 and then to the Supreme Court where she sits today.

‘Legislation and the Constitution: Renton 50 Years On’

The Statute Law Society will hold a conference at the Houses of Parliament on 6 June 2025, marking the50th anniversary of the Renton Report. The conference will consider current drafting and interpretation of legislation in light of the Renton report and the significant changes in the UK constitution and public law over the last 50 years.

The Renton report, The Preparation of Legislation, Cmnd. 6053 was prepared by a committee chaired by The Rt Hon. Sir David (later Lord) Renton and was published in May1975. It has had a major impact on all aspects of legislation both in the UK and other common law systems.

The conference will include contributions from 2 UK Supreme Court Justices in addition to perspectives from drafters, legislators, overseas lawyers and judges.

On-line registration will be available from October 2024 / Members of the Society will be able to purchase tickets for theconference at a significantly reduced rate.
