There have been some recent developments in practice and procedure in the Admin Court which we wanted to draw to your attention.
First, the 2026 Administrative Court Judicial Review Guide has been published and is now in force: https://www.judiciary.uk/guidance-and-resources/the-administrative-court-judicial-review-guide-2026/. The Guide is essential reading for everyone involved in judicial review proceedings. The Admin Court welcomes feedback on the Guide via administrativecourtoffice.guidefeedback@justice.gov.uk.
Secondly, a new Administrative Court Practice Statement has been published on applications for urgent consideration: https://www.judiciary.uk/guidance-and-resources/administrative-court-practice-statement-applications-for-urgent-consideration/. This takes effect from 19 October 2026. It provides that, where there is a genuine need for an application to be considered within 7 days of the date on which it is filed, Form N463 should be used and the information requested by Form N463 must be provided on the face of the form and without cross-reference to other documents.
Thirdly, from 1 October 2026 there will be a new process for naming documents submitted to the Admin Court, as follows:
* For application notices: ‘[Case ref]-Application [filing date] – [request]’ e.g. ‘Application 01.01.2024 – Defendant – extend time for AOS’
* For all other documents (e.g. Form 86B, skeleton arguments, acknowledgements of service, etc): ‘[Case ref]-[document type]-[filing date]’.
