Positive Obligations, Inquests and Inquiries

This talk will assess the most recent case law about when positive duties to safeguard and to investigate are engaged under Article 2 as well as Articles 3 and 4 or the ECHR. Chaired by Whipple J, the speakers will be: 

HHJ Peter Thornton QC – until 30^th September 2016 the Chief Coroner of England and Wales and currently assistant coroner in the City of London. 

Jenni Richards QC of 39 Essex Chambers has appeared in some of the most significant Article 2 cases in recent years including  Rabone v Pennine Acute Hospitals Trust [2012] UKSC 2. She was counsel for the Yorkshire Ambulance Service at the Hillsborough Inquests.
