DESCRIPTION:We are delighted to invite you to a collaboration between the A
 dministrative Bar Association and the Court of Protection Bar Association.
 \nThe topic for the talk is The Court of Protection and Judicial Review i
 n the Administrative Court – Achieving Best Outcomes for P. The talk aim
 s to explore the overlap between the jurisdiction of the two Courts and ho
 w they can best help achieve the best outcomes for persons who lack capaci
 ty.\nOur panellists are as follows:\n\n\n 	David Lock KC (chair): David Lo
 ck was called to the Bar in 1985 and made a KC in 2011. He was a public la
 w specialist as well as conducting a series of sensitive cases in the Cour
 t of Protection.  He retired (mostly) as a practising barrister at the en
 d of 2022.  He now sits part time as a Deputy High Court Judge in the Kin
 g’s Bench and Family Divisions\, and is authorised to sit in the Adminis
 trative Court and as a Tier 3 Judge in the Court of Protection.  He also 
 as a Recorder in the Crown Court.  He is a Visiting Professor in Practice
  at the London School of Economics and is the lead author of the second ed
 ition of the guide to the law of the NHS\, “NHS Law and Practice” whic
 h is due for publication in September 2024. David is Chair of the Prisoner
 s of Conscience charity and is a board member of the Human Tissue Authorit
 y.  He has served as a Member of Parliament and was a Legal Minister in t
 he UK government between 1999 and 2001.\n\n\n 	Victoria Butler-Cole KC: Vi
 ctoria specialises in health and social care. Her work includes public law
 \, community care\, Court of Protection\, medical treatment disputes invol
 ving babies and children\, inquests\, human rights claims\, and regulatory
  appeals. She is the co-founder with Alex Ruck Keene of the 39 Essex Menta
 l Capacity Report\, and is recognised as one of the leading barristers in 
 this field\, having appearing in many of the leading cases. She is present
 ly Vice-Chair of the Court of Protection Bar Association. Victoria has a p
 articular interest in ethics and is a member of the Nuffield Council on Bi
 oethics and a member of the advisory group to the UK Pandemic Ethics Accel
 erator. She sits as a recorder on the Western Circuit.\n\n\n 	Emma Sutton 
 KC: Emma specialises in public law in the areas of mental capacity\, ment
 al health\, health and social care and education\, in cases which routinel
 y involve significant human rights issues. She is instructed by a wide ran
 ge of public bodies\, charities and private individuals in complex and unu
 sual cases primarily in the Court of Protection\, the Administrative Court
  and the High Court. Emma has appeared in several high-profile medical cas
 es concerning life and death decisions of children and adults and also spe
 cialises in complex property and affairs cases. Emma also represents parti
 es in Article 2 inquests and acts as independent reviewer in multi-agency 
 child and adult death cases where abuse or neglect is suspected. Emma has
  been appointed by the Attorney General as a Special Advocate and sits par
 t time as a Mental Health Tribunal Judge and a Judge of the Court of Prot
 ection in the South West region.\n\nIt will take place remotely. Please si
