SUMMARY:Positive Obligations\, Inquests and Inquiries
DESCRIPTION:This talk will assess the most recent case law about when posit
 ive duties to safeguard and to investigate are engaged under Article 2 as 
 well as Articles 3 and 4 or the ECHR. Chaired by Whipple J\, the speakers 
 will be: \n\nHHJ Peter Thornton QC – until 30th September 2016 the Chie
 f Coroner of England and Wales and currently assistant coroner in the City
  of London. \n\nJenni Richards QC of 39 Essex Chambers has appeared in so
 me of the most significant Article 2 cases in recent years including  Rab
 one v Pennine Acute Hospitals Trust [2012] UKSC 2. She was counsel for the
  Yorkshire Ambulance Service at the Hillsborough Inquests.
